From Dumaguete:

Philippine Airlines and Cebu Pacific fly daily from Manila to Dumaguete City. The airport is situated within the city of Sibulan, and there are multiple taxis at the airport that take passengers to downtown Dumaguete.

At Dumaguete City, take a trip to the Ceres Bus Terminal. There are buses to Sipalay however, the schedule isn’t as frequent, and travel time is approximately five hours. The cost is P290. You can also travel by bus to Hinoba-an and then take another bus going to Sipalay.
